Prime Star isn’t a complete NPC. When this world created her, she was merely a hollow “human form,” all surface and nothing within. Due to an accident, she lacked the inner commands that make an NPC work, so she could neither move nor speak. By imitating the actions of others in the Hidden World, she gradually became more like a person, which is why she sometimes deliberately repeats what others say, or says things that aren’t quite appropriate in conversation, and so on.
